According to the Decree of the President of the Republic of Uzbekistan dated March 30, 2009, PP-1083 on the establishment of JSCB "Qishloq Qurilish Bank" , the following tasks of the bank were defined:
lending and banking services to individuals and legal entities in order to meet the needs of housing and communal, social and rural development;
credit and leasing services to specialized organizations engaged in the construction and repair of housing, industrial and social infrastructure facilities in rural areas according to approved standard projects;
lending and provision of comprehensive banking services to enterprises of all forms of ownership, producing new, modern building materials and structures, introducing industrial and aggregate technologies for the construction of facilities in rural areas according to approved standard projects;
implementation of investment activities, as well as financing the development and implementation of projects that provide for improving the quality of the rural appearance, the development and improvement of engineering and social infrastructure in rural areas, including the reconstruction of roads, energy and water supply systems, rural medical centers, schools, children's sports facilities, provision of rural settlements with transport communications, drinking water, service facilities, telecommunications networks;
