Zane Rice’s leadership reflects years of experience as a developer of strategic communications campaigns and a manager of large teams of organizers and volunteers. In the fire-devastated Congressional District 1 in North State California, he led campaign efforts during the 2020 and 2022 election cycles, overcoming challenges to foster engagement and build infrastructure for future campaigns. In the 2018 cycle, he mobilized voters across Los Angeles, Orange, and San Diego counties, contributing to the Democratic Party’s historic 41-seat gain in the U.S. House of Representatives. Breakthrough Blue has tackled high-profile municipal projects, including opposing a luxury hotel and apartment complex on Sunset Boulevard in West Hollywood, which would have displaced an iconic cultural and music venue. Our advocacy efforts have included mobilizing public support, executing outreach campaigns, and addressing critical municipal decision-making processes. The firm has also advanced numerous candidate and ballot measure campaigns, helping to deliver majorities on city councils and shape key policy outcomes.
