CERC was founded in April 2017 to find answers to the following questions: (1) How can communities obtain better services using integrity? (2) How can we teach integrity to equip the next generation of leaders to say no to corruption? Since 2017, CERC has been addressing these issues by empowering young people through training, mentoring and technical support to strengthen transparency and accountability in the implementation of development projects and the delivery of public services in their communities. CERC has grown into a network of 1000 young people supporting each other and their efforts to monitor vital projects and services where they live, and to solve the problems they find using data they collect. We believe in the power and potential of youth to create solutions to some of the most pressing challenges of our time. Driven by this belief, our mission is to “empower youth with skills development, capacity building and technical supports to create positive change towards a more accountable, open and inclusive institutions and public services”. CERC is working towards a Congo in which : (1) Government, public institutions, politics, businesses, Civil Society are free from corruption; (2) young people empowered with knowledge and skills to take action to claim and defend their own human rights and the rights of others; (3) Barriers to meaningful participation are removed and collaboration and equitable partnerships are encouraged so that young people have opportunities to reach their full potential; (4) Youth leadership capacity emerges to influence decision-makers and hold governments accountable to the needs and aspirations of citizens;
