COFIDES es una sociedad mercantil estatal que gestiona fondos financieros del Estado, así como recursos propios y de terceras instituciones con distintos objetivos: la internacionalización de la economía española, la atracción de inversión extranjera a sectores estratégicos en España, la promoción de la economía de impacto en España y la contribución al desarrollo de los países en los que invierte. En su accionariado, además del Estado, que ostenta una posición mayoritaria, participan el Banco Santander, Banco Bilbao Vizcaya Argentaria (BBVA), Banco Sabadell y CAF-Banco de Desarrollo de América Latina.
