Drawing on the strengths of its diverse programs, Couleecap’s main purpose is to provide the tools and resources that empower low-income people to meet their needs, develop self-confidence and reach self-sufficiency. Couleecap strengthens communities by identifying resources, developing opportunities, and advocating for local adults, youth, and families.
