The dual climate change and biodiversity crises require urgent, inclusive, and effective policies, with integrated assessments capturing synergies and trade-offs. Mainstream economic methods fall short in addressing the climate-biodiversity-economy nexus. Uncertainty, disruption, and irreversibility in environmental challenges are often overlooked in policy design and evaluation. Current policy appraisal fails to consider broader impacts on quality of life, financial stability, and innovation.
DECIPHER, funded by Horizon Europe, adopts a systems and multi-disciplinary approach using diverse models, methods, and processes to improve decision-making on climate change and biodiversity. The project aims to establish a holistic decision-making framework integrating advanced economic, biophysical models, empirical methods, and stakeholder participation tools. This new framework incorporates environmental damages, risk-opportunity approaches, improved agent behavior representation, technology innovation, financial risk valuation, and assessment of extreme events and tipping points. The framework will be co-created with stakeholders and applied to real-world EU policy assessments.
