تأسس البرنامج عام 1997 بتوجيهات من صاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي رعاه الله، ليكون بمثابة القوة المحركة لتطوير القطاع الحكومي في دبي، وقد ساهم البرنامج بإحداث تغيير جذري في الأداء والمفاهيم والممارسات والأساليب الإدارية المطبقة في القطاع الحكومي، ويسعى البرنامج إلى تحفيز وتطوير أداء المنظومة الحكومية في مدينة دبي لترسيخ مكانتها كمركز عالمي للابتكار الحكومي ونموذج يُحتذى لسعادة المتعاملين.
ويطوّر البرنامج التابع للأمانة العامة للمجلس التنفيذي مجموعة من المبادرات المعرفية والبرامج التدريبية المتنوعة لبناء شبكة من الخبراء الدوليين في مجال التميز الحكومي يتم الاستثمار فيها وتوظيفها في مجال التقييم ونقل وتبادل المعرفة. ولتحقيق الريادة لحكومة دبي من خلال التميز والابتكار، يعمل البرنامج على تطوير وتحديث نماذج وفئات ومعايير منظومة التميز والابتكار الحكومي وفقاً لأفضل الممارسات العالمية، وإرساء ثقافة التميز والابتكار وتحويلها إلى نهج عمل، حيث ينفذ البرنامج عمليات تقييم للجهات الحكومية من قبل فِرَق تضم نخبة من الخبراء العالميين في العمل الحكومي ثم يكرم الفائزين في حفل جوائز خاص بالبرنامج.
In September 1997, His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai ordered the establishment of the Dubai Government Excellence Program. It is the first integrated program for governmental excellence in the world and is the driving force behind the development of the public sector in Dubai, enabling it to provide distinctive services for all customers and users.
Dubai Government Excellence Program has succeeded in achieving a quantum leap in developing the administrative performance, concepts, practices and techniques applied to the public sector. This is thanks to the cooperation of various government entities with the Program management in applying organizational and professional excellence standards, as well as benefiting from them in the continuous optimization processes of their performance and services
