EEL purchases the lamps, while the supplier delivers them directly to the municipalities. Moreover, the supplier offers a guarantee over 15 years for the lamps, limiting the need of further involvement of EEL.
The municipalities are responsible for installation and maintenance. However, EEL offers municipalities a 1% contract value contribution against installation costs.
