EL-IPS

This page connects Purchasing and Supply Management (PSM) professionals in public and private organisations and researchers. Scientific articles are translated into understandable language monthly, and meetings and events are reported. EL-IPS is based at the University of Twente in the Netherlands. More than 30 researchers focus on industrial PSM, public procurement, project works delivery and health procurement. PSM is increasingly a strategic discipline due to evolving public and business organisational models. Sixty per cent of the value in an average industrial firm is transferred to suppliers. Fourteen per cent of GDP in the EU is spent on public procurement, mainly used to promote innovations and sustainability. In private organisations, make-or-buy decisions are made in favour of outsourcing. PSM is facing technological, demographical and sustainability challenges. Due to digitalisation and robotisation, jobs will disappear, bringing back production to Europe from overseas. Private organisations face due diligence rules and regulations that affect global sourcing activities. An ageing population and a decreasing healthcare workforce challenge public health procurement. Other examples are given on the next slide. With the European Laboratory for Innovative Purchasing and Supply Education – EL-IPS, the University of Twente combines research, insights and education from four distinct PSM disciplines, a unique exercise to create synergy. Organisations need to prepare for future challenges. The task of EL-IPS is first to explore the challenges and create answers with partners in the practice and, secondly, to offer challenge-based education for students and practitioners.
