The Robb Elementary School in Uvalde, Texas saw 19 lives taken by an active shooter. During the 75 minutes following the first shot was fired, 911 was over-whelmed with more than 240 calls, more than 250 emergency responders from 12 agencies representing different jurisdictions blocked much needed EMS/EMT services, and confusing over central command was never established. You need a plan for recognizing and reporting emergencies of all kinds at every single school in your school district. This is not a risk mitigation plan for stopping an active shooter. This is the plan that saves lives during and after the event is neutralized.
