The European Bailiffs’ Foundation (EUBF) coordinates and participates in projects co-funded by the European Union to promote access to justice, cross-border cooperation, and digitalization of justice (e.g.: FAB III, FILIT, LEILA, SCAN II). In addition, the EUBF monitors the EU legislative developments and promotes the profession’s interests. In this respect, the EUBF has been participating in the Committee meetings on service of documents and taking of evidence as well as in the experts’ group on international transfer of maintenance funds by the HCCH. The EUBF has participated actively in the recast procedure of the new Regulation 2020/1784. The Foundation monitors the regulatory and technological developments in the areas that are relevant to the profession such as financial penalties, the European order for payment procedure and online dispute resolution. Moreover, the EUBF aims to contribute to the development of the contemporary legal instruments and to ensure the sustainability of the tools developed in the framework of its projects. In fact, bailiffs are one of the pioneers of e-CODEX and have participated in all different stages of development of the tool throughout the various projects. EUBF detains a gateway and has made considerable progress towards the interoperability of the bailiff’s platform and the development of e-service. Since 2024, EUBF is the coordinator of the JODES project which main objective is to assist and support the judicial officers of 5 to 12 participants and to converge towards a uniform solution to facilitate the use of the e-EDES portal adapted to Regulation 2020/1784 and the e-CODEX infrastructure. Bailiffs are not only users but also the indispensable intermediaries between the digital platforms and the consumers/litigants. Since the beginning of 2024, EUBF has been involved in a number of new projects (SOURCE, DEUCE, iSupportR2G), all with the aim of modernising European justice.
