The normal; the Product Development group designs something, then sends it out to be tooled. However, the toolmaker replies that it cannot be tooled as is or it cannot be filled so they propose changes, but what they are proposing is not feasible so here goes another round of proposals. The toolmaker is proposing what can be done from a tooling standpoint, because they do not understand the concept of the part; the Product Development team designs the part, but are not experts in tooling concepts and design. Meanwhile, time is being lost, milestones missed, and stress levels are out the roof.
