About Hawaiian Community Development Board
Incorporated in 2000, Hawaiian Community Development Board (HCDB) is a non-profit 501c3 organization specializing in developing projects that provide low-income families with affordable housing and other opportunities. It is governed by a 7-member Board of Directors, all of whom are Native Hawaiian. A majority of the board members are beneficiaries of the Hawaiian Homes Commission Act, and leaders in their respective communities. HCDB has a strong connection with Hawaiian communities across the state, and a demonstrated track record of developing projects that serve the needs of the beneficiaries in ways they want to be served. HCDB believes in finding creative solutions and providing pathways for applicants to become lessees, such the incorporation of self-help housing solutions, Habitat for Humanity, rentals and kupuna housing, and traditional developerbuilt subdivisions. HCDB is qualified as a Community Housing Development Organization (CHDO) and received certification several times. Under HUD Regulations, to qualify as a CHDO, a non-profit must demonstrate its board includes representation from the community with at least one-third of its membership being low-income members: significant experience in serving the community, and a strong financial management capacity. HCDB has been an active partner with Hawaiian homestead communities in developing effective solutions for some of the most challenging concerns. HCDB believes the affordable rentals approach will provide a critically needed pathway to homeownership for many of the applicants who have waited on the list the longest. HCDB believes in working with and for the applicants based on their present financial reality and family needs.
