HESTOCON was established in 1981 as a drawing and consultancy office for approval of vehicles. At this time it was not customary to contract out work for obtaining approval of vehicles. However, this is a speciality requiring a great deal of knowledge of the legislation and its application! A great deal has changed in the meantime.
