HOCC began 13 years ago when Mrs. Zhila, Iqbal’s mother, established a woman-owned construction company in Afghanistan. HOCC proudly empowered women to pursue their life-changing aspirations as engineers, architects, designers, and leaders. Since moving the company to the United States, HOCC is now a highly experienced engineering consulting and construction management firm serving the DMV area. The mission of HOCC is to collaborate on each aspect of a project to provide the highest quality service.
