El INCODER fue un establecimiento público de orden nacional, adscrito al Ministerio de Agricultura y Desarrollo Rural, con personería jurídica, patrimonio autónomo e independencia administrativa y financiera. Creado mediante Decreto 1300 de 2003 y reformado mediante Ley 1152 de 2007. Su sede principal y domicilio estaba en la ciudad de Bogotá. Y contaba con 31 regionales ubicadas en 31 departamentos, con capacidad para resolver los asuntos de su área de influencia, dependientes directamente del nivel central.
Misión: Ejecutar políticas de desarrollo rural, en coordinación con las comunidades e instituciones públicas y privadas relacionadas con el sector agropecuario, forestal y pesquero, facilitando el acceso de los pobladores rurales a los factores productivos y sociales, para contribuir a mejorar su calidad de vida y al desarrollo socioeconómico del país.
