The Engineering, Procurement and Construction (EPC) Contractor was a consortium of three companies led by General Electric International Inc. (GE) consortium includes Hyundai Heavy Industries (HHI) and Societe Internationale de Dessalement (SIDEM) JWAP also employed Tractebel Engineering as the Owner's Engineer (OE).
The Operations & Maintenance Contractor, JOML is a venture of GDF Suez and Nomac (Sogex & ACWA Power).
