Prof. Winkler is one of Europe’s leading regulatory and crisis management lawyers and founder of the first sanctions law firm in Germany. As an attorney and strategic advisor he has worked on some of the most prominent and challenging legal crises of the last decade in Germany and the EU, regularly involving high-stakes political and/or sensitive reputational issues. He has led one of the key compliance units of a major European bank through an U.S. monitorship, has represented companies (as part of U.S. and UK law firms) in milestone litigation before the EU Court of Justice, advised corporations on #MeToo cases and guided exporters through the dramatic Iran-, later Crimea- and now Russia-related sanctions packages.
A widely recognized financial sanctions and export control lawyer who served as the Global Head of Sanctions Standards of Germany’s 2nd largest bank and who also served in the German State Department (Auswaertiges Amt), Prof. Winkler is one of the very few sanctions lawyers with experience in both key sectors (banking and industry) and on all sides of the sanctions landscape (government, in-house, external advisory, academia).
