Special districts serve millions of Americans with services that are not being met by other government agencies.
Special districts have the flexibility to meet a specific need in a small community or to improve service across a large region in a cost-effective manner through specialization and economies of scale.
Most special districts are independent, with dedicated local funding and an elected governing body that serves independently of other governments. Independent special districts have the autonomy to fulfill the mission established at voters’ request.
