LOCUS ondersteunt de gemeenten bij de uitbouw van een integraal en kwaliteitsvol cultuurbeleid en bij de opmaak en de uitvoering van een gemeentelijk cultuurbeleidsplan. Het steunpunt is een autonome organisatie en werkt in het kader van een beheersovereenkomst met de Vlaamse regering.
