מרכז השלטון המקומי בישראל (מש"מ) הוא עמותה רשומה ובה מאוגדות כל העיריות והמועצות המקומיות בישראל (למעט המועצות האזוריות, המאוגדות במרכז השלטון האזורי), מתוכן 76 ערים ו-127 מועצות מקומיות מכל המגזרים ומכל רחבי המדינה: יהודיות, ערביות, דרוזיות וצ'רקסיות, חילוניות וחרדיות, במרכז הארץ ובפריפריה.
מטרתו העיקרית של המרכז היא לייצג את הרשויות המקומיות ולקדם את ענייניהן בפני הכנסת ומול גורמי הממשלה השונים, וכן בפני מוסדות וארגונים ממלכתיים וארציים. בנוסף, מהווה המרכז גוף מנחה ומייעץ מקצועי לרשויות המקומיות בתחומי פעילותן השונים ומרכז את איגודי בעלי התפקידים ברשויות המקומיות.
