MEDENER, the Mediterranean Association of National Agencies for Energy Management, is a regional network that brings together national agencies across the Mediterranean. Its mission is to advance energy efficiency and promote renewable energy sources—two fundamental drivers of the region's successful energy and climate transition.
Founded in 1997 in Tunis as an international non-profit organization, MEDENER was established in response to the growing need for stronger regional cooperation in sustainable energy development. Today, the association unites 13 national energy agencies from both the northern and southern shores of the Mediterranean, including Algeria, France, Greece, Italy, Jordan, Lebanon, Malta, Morocco, Palestine, Portugal, Spain, Syria (currently inactive due to the political situation), and Tunisia. Since 2016, Malta and Mauritania have joined as observer members.
Membership is open to any national organization committed to implementing energy and environmental policies aligned with MEDENER's mission.
The association is registered in Madrid, hosted by IDAE (Institute for the Diversification and Saving of Energy, Spain) and the Secretariat is based in Brussels, hosted by ENEA (the Italian National Agency for New Technologies, Energy and Sustainable Economic Development). Its operations are coordinated by a rotating presidency, managed in turn by its member agencies.
Through collaborative regional initiatives, MEDENER fosters capacity-building, supports policy development and promotes projects that contribute to energy efficiency and the growth of renewable energy across the Mediterranean.
