About Minnesota Merit System
Minnesota Merit System (MMS) As a condition of receiving federal funds, all county human services agencies must operate under a merit system of personnel administration that meets federal requirements. We provide the following Merit System services for 22 counties throughout Minnesota who do not operate their own Merit System. Recruitment and assessment/testing of applicants for county jobs. Development and maintenance of job classification and compensation plans. Human resource consultation and training to county agency managers and supervisors. Development and administration of personnel rules and policies.
