The work of NVCC (honorary) consuls takes place under the umbrella of the 1963 Vienna Convention on Consular relations and international jurisprudence derived from that legal framework. Most NVCC members are honorary consuls, either permanent US residents or US citizens, residing in Nevada and appointed by the government they represent to act on their behalf. Honorary consuls are not career diplomats but volunteer their time, knowledge, and experience to represent foreign interests and foster good relationships. The appointment of honorary-consuls usually crowns a lifetime of achievements in promoting the business interests of – and initiating cultural exchange projects with – the countries they represent. The appointees are without exception citizens of considerable and impeccable standing in their community.
