الجامعة التقنية الشمالية هي جامعة تقنية حكومية تأسست في العام الدراسي 2014-2015، إلا أن الكلية التقنية في البصرة تأسست عام 1994.
تضم الجامعة خمس كليات تقنية و15 معهدا تقنيا في محافظات نينوى وكركوك وصلاح الدين،وهي تتبع هيئة التعليم التقني.
The Northern Technical University is a technical university established in the academic year 2014-2015. However, the Technical College in Basra was established in 1994.
The university has five technical colleges and 15 technical institutes in the governorates of Nineveh, Kirkuk and Salah al-Din .
استنادا إلى قرار مجلس الوزراء رقم (250 ) لسنة 2014 الخاص باستحداث الجامعات التقنية الأربعة ومنها الجامعة التقنية الشمالية.
الجامعة التقنية الشمالية هي جامعة تقنية (polytechnic) وهي إحدى الجامعات الأربع المستحدثة من تشكيلات هيئة التعليم التقني وترتبط بوزارة التعليم العالي والبحث العلمي وتخضع لإشراف هيئة التعليم التقني من الناحية العلمية وبما يحقق أهدافها التعليمية والتربوية التي تمثل التعليم التقني في العراق.
موقع الجامعة في مدينة الموصل ،ونظرا للظروف الحالية في المحافظة وبسبب تعذر ذلك حاليا فقد تم استحداث موقع بديل في بغداد لرئاسة الجامعة يضم عددا من الأقسام والشعب والوحدات الإدارية بالإضافة إلى المواقع البديلة والرديفة.
