The Organisation of African, Caribbean and Pacific States (OACPS) is the largest intergovernmental institution of developing countries in the world, with its 79 member states spread over three continents. In its policy paper "The OACPS We Want", the then ACP Group of States, which has since become the Organisation of African, Caribbean and Pacific States (OACPS), clearly set out its vision of becoming the first transcontinental organisation working in solidarity to improve people's living standards, particularly through South-South and North-South cooperation. The revised Georgetown Agreement, as approved by the 9th Summit of OACPS Heads of State and Government held on December 9-10, 2019 in Nairobi, Kenya, mandates the OACPS to "develop strategic relationships and partnerships with external parties, including the Global South, as well as with regional and international organisations with the aim of building global consensus on South-South and triangular cooperation". The 7th summit of Heads of State and Government, held in Sipopo-Malabo, Equatorial Guinea in December 2012, marked a decisive turning point in the strengthening of intra-ACP and South-South cooperation in general, by calling for the creation of a specialised institution of the OACPS in matters of South-South and Triangular Cooperation. The Council of Ministers of the OACPS, at its session held in Brussels from 12 to 14 December 2018, approved the organisational structure of the OACPS Centre for SSTC, defining the objectives, functions, areas of intervention and funding modalities of the Centre. The Centre became operational in November 2020. Vision: ''To become a Centre of Excellence and a one-stop shop for information on South-South and triangular cooperation within OACPS countries'' Mission: "To promote, facilitate and coordinate the exchange of experience, expertise and technology transfer between the countries of the OACPS and those of the global south in general."
