To have a commonwealth, the commons must have the wealth. That means the middle class should own at least half. Today, the middling share is less than a third. All existing plans to mitigate household insecurity are palliatives and sedatives, not curatives, to the problem of wealth concentration. To induce market actors to coordinate voluntary wealth de-concentration via private transactions, we must apply the technique of median-top household wealth tethering at an efficient mathematical ratio. This will scale capitalism's own device of the long-term incentive plan to from the level of enterprise to nation. Once the ratio is in place, with the benefit of experience, future legislators can adjust the ratio to cover the a sufficient number of households having the requisite market power to backsolve for prescribed middle-class wealth and population targets. As households are the final owners of virtually all wealth, no taxes or regulations on businesses are required.
