The Preah Sihanouk Multi-Purpose Special Economic Zone (MPSEZ) Master Plan, initiated by the Royal Government of Cambodia in 2021, led by the Prime Minister of Cambodia, aims to transform Preah Sihanouk Province into a strategic multi-purpose model special economic zone. Specifically, the Master Plan focuses on transforming the province into a new pole of development and a smart and green city with modern technology, a world-class tourist destination as well as a vibrant commercial, service and logistics hub in ASEAN to connect Cambodia to regional and global supply chains. Additionally, the master plan is extending its coverage to other three Cambodia's coastal provinces, including Koh Kong, Kampot, and Kep.
Within the framework of the MPSEZ Master Plan, the Secretariat Office assumes various roles, including inter-ministerial coordination, promoting and attracting investments for the master plan, providing capacity training to enhance efficiency, and most importantly, exploring the potential establishment of a state development company and a pilot zone.
