Qu4tre Liège Média is one of the twelve local television stations in the Fédération Wallonie-Bruxelles (Belgium). These channels are broadcast via the cable network (VOO, Proximus, Orange).
Local television stations are governed by the Fédération Wallonie-Bruxelles. The first organic decree dates from 1985. The last one from 2003.
The legal structure is a non-profit association under private law.
The management bodies of this structure are composed on a pluralistic basis, bringing together all the democratic components of society. The association is governed by a board of directors (35 members) and an executive committee (8 members).

Funding is provided partly by public subsidies (49%), partly by the station's activities (advertising) (51%).
Some thirty people are responsible for the activities of RTC Télé Liège.
