Red River Valley Alliance (RRVA) is a consortium of developers charged with developing, designing, construction, operating and maintaining the stormwater diversion channel of the Fargo Moorhead Area Diversion project. The lead members of the public-private partnership agreement include ACCIONA, Shikun & Binui USA and the North American Construction Group. RRVA is responsible for the construction of the stormwater diversion channel and the necessary associated infrastructure including bridges, railway crossings, inlets, outlet and aqueducts, plus operation and maintenance for 30 years upon completion.
