Le Réseau des Intervenants sur le Phénomène des Enfants en Rupture (REIPER) a été créé en 2003. Association à but non lucratif, le réseau s'est peu à peu développé sur le plan national et international, jusqu'à devenir, à l'heure actuelle, une référence dans la prise en charge des enfants en situation de vulnérabilité au Congo-Brazzaville. Ainsi, se sont près de 900 enfants qui sont pris en charge, chaque année, par les structures membres du REIPER.
