Le Syndicat fut créé en décembre 1952 entre neuf communes du canton de MONTMORILLON, dans le but de mettre en commun des moyens humains, techniques et financiers à même de relever les défis qui se posaient aux secteurs ruraux en matière de développement (voirie rurale, remembrement, hydraulique agricole,...).
Syndicat mixte ouvert fonctionnant « à la carte », le SIMER est composé de 151 collectivités membres et intervient dans deux secteurs d'activité distincts :
- Les travaux publics et
- La gestion des déchets ménagers.
