The Convention on the Rights to Education spells out all right to education. however, the proportion of children who start primary school and stay until the end of lower secondary school is low, due to dropouts and low enrolment into secondary school. According to UNICEF analysis, a child who started Grade 1 in school-year 2014/15 has only a 31 percent chance of reaching the end of lower secondary school (Grade 9). Key barriers to learning include family migration, the hidden costs of education, low teacher motivation, limited capacities of teachers, the language of instruction used in schools and attitudes towards children with disabilities.
