The Bexar County Small Business and Entrepreneurship Department SMWBE / DBE Program supports small, minority, woman, and veteran-owned businesses and Disadvantaged Business Enterprises with advice, direction, connections, training, and events. We focus on providing assistance to new and established companies with capacity-building programs, training, and advice on doing business with the county. **Bexar County has a target that 20% of all contracts be awarded to SMWBE / DBE businesses. Bexar County does not base contract award decisions on race, status, or sex; There is no legal authority to do so, and we must abide by state rules of choosing the lowest qualified bidder.
