Ministry of Communications and Information Technology - Somaliland

The Somaliland Ministry of ICT mandated to carry out responsibility for implementing a system to effectively monitor the country’s communications, with transparency and accountability. In order to carry out the general responsibility set out in this Article Xeer Lr. 01/2019, the Department shall undertake the following functions; a) Implement and operate a system that meets the objectives of this regulator. b) Explore the location of the Communication Movement Monitoring System by limiting the steps that need to be taken and the requirements for linking networks. c) Prepares, installs, operates, repairs equipment and monitors communications activity within the licensed network. d) Ensure the licensing activities of the licensees through the monitoring of gateway, billing and customer control systems. e) To prevent and control the theft of external calls (Fraud International Calls). f) Oversee the licenses to ensure the implementation of postal and telecommunications regulations, circuits and regulations related to telecommunications. g) Request and obtain the information required by licenses in accordance with these regulations. h) Establish a system for verifying taxable income from taxable telecommunications services in accordance with the Somaliland Tax Revenue Code Lr.72 / 2016. i) Implement and deploy a tool that facilitates Communication Movement Tracking activities. j) Promotion of e-government, ICT training, and standards development and administration, Development Promotion of Postal services of Somaliland.
