Telecom Venezuela (antes CVG Telecom) nace en Septiembre de 2004 como empresa tutelada de la Corporación Venezolana de Guayana - CVG (Ente adscrito al Ministerio del Poder Popular para las Industrias Básicas y Minería - MIBAM), para convertirse en la Operadora de Telecomunicaciones del Estado Venezolano. Con la creación del Ministerio del Poder Popular para las Telecomunicaciones y la Informática (MPPTI), se autoriza la transferencia del 100% de las acciones que poseía la CVG y CVG Edelca a CVG Telecom. Se adscribe al Ministerio del Poder Popular para las Telecomunicaciones y la Informática (MPPTI), según Decreto Nº 5.508, publicado en Gaceta Oficial de la República Bolivariana de Venezuela Nº 38.746 de fecha 14 de agosto de 2007. El nuevo objeto de Telecom Venezuela, como consecuencia de la re-nacionalización de CANTV a partir de mayo de 2007, está determinado por las políticas estratégicas definidas por el Gobierno Bolivariano para la presente etapa de transformaciones que vive la sociedad venezolana, en particular, el Plan de Desarrollo Económico y Social de la Nación 2007-2013 y el Plan Nacional de Telecomunicaciones, Informática y Servicios Postales 2007-2013. Estas líneas políticas son las guías centrales para la transformación del Estado y toda la sociedad venezolana para avanzar en la consolidación del poder popular y revolucionario.
