The M.A. / M.Sc. in Regulatory Policy and Governance, offered in TISS, cater to this need within the context of the emerging global and national phenomenon around regulation. The program aims at developing and imparting sound theoretical and practical knowledge on regulatory systems across sectors.
Regulation is fast gaining importance within the government and private sector, as developing countries move towards a more liberal and market-based economy. The role of the State is getting redefined from service provider to a regulator. Regulation is becoming an important mode of governance, thereby giving rise to ‘regulatory governance’. World-over there is a diffusion of regulatory institutions, like the independent regulatory agencies. Reregulation is a new phenomenon in the era of globalisation. What we observe in developing countries, like India, is the need for robust regulatory mechanisms to address social and environmental concerns, with public interest at its core.
Using the multi-disciplinary approach required to address diverse regulatory problems, the program enables students to develop knowledge in the field of public policy, governance, law, economics, finance, and political science. The program also exposes students to sectoral regulation with focus on infrastructure services, risk and safety regulation, and regulation for livelihood-enhancing business models like micro-finance. It provides opportunity to intern with professional organisations and undertake on-field assignments in form of regulatory clinic and policy assignments. The program has a strong research orientation and students have to produce high quality thesis towards successful completion of course work. Alumni of the programs are working with professional organizations like the regulatory agencies, government departments, NGOs, consultants, and academic institutions. Some of them have also embarked on PhD studies in international institutions.
