According to a study by Infranum published in March 2025, investing €5 billion over ten years in digital solutions for local territories could generate €10 billion in savings over the same period, just by improving six core services like building management, water and waste management, wildfire prevention, and public lighting. But this is only the tip of the iceberg. The real challenges territories face go far beyond operational efficiency. They need to rebuild local productive capacity, address demographic and climate transitions, and ensure fair access to essential services — all while dealing with limited human, technical, and financial resources. To succeed, territories must accelerate their digital transformation, reduce the cost per service, and mobilize the entire local ecosystem around a shared strategy. Just as they plan and govern urban development, local governments should be able to plan, govern, and shape their digital future — and allow territorial actors to populate it with their own services and innovations. This requires an approach rooted in interoperability, modularity, sustainability, and genuine adaptation to local needs.
