About UTAP - Unidade Técnica de Acompanhamento de Projetos

UTAP is a PPP/Concessions specialized unit, with legal, economic and financial expertise, that operates within the Portuguese Ministry of Finance. UTAP’s scope ranges from the very early stage of each PPP/Concession Project issued in Portugal until its execution and hypothetical termination, including the studies performed to support the decision-making process in the launch of new projects and the renegotiation of existing ones. Specifically, UTAP advises the competent members of the Government in all legal and financial matters relating to PPP/Concession projects, namely in the infrastructure, transports, health and security sectors.
