With the rise of energy benchmarking and disclosure requirements nationally, CPACE programs have been launched or are in the process of being developed in municipalities all across the country. PACE Financing for commercial buildings, or CPACE was originally developed as a solution to the 'split incentive' issue and aligns the cost - benefit paradigm. CPACE uses a real estate tax special assessment lien structure as security for third-party capital to invest in energy and cost reduction improvements to a building. Due to this structure, CPACE is a low cost, long term (up to 30 years), off-balance sheet, non-accelerating financing structure that is 'attached' to the real estate and transfers upon sale.
