West Hill Energy and Computing is a consulting firm located in southern Vermont, established in 1991. With over fifty years of combined experience, the two principals, Kathryn Parlin and Al Bartsch, combine an in depth background in conservation and efficiency practices with strong analytical skills and statistical knowledge. She has contributed a number of papers on these topics at national conferences and wrote her masters' thesis on the use of fixed effects models for residential billing analysis.
