في عام 1929م، أنشئ معهد التربية العالي للمعلمين؛ بغرض إعداد المعلمين لمدارس التعليم العام، والعمل على أن يكون المعهد مركزاً للبحث العلمي في مسائل التربية والتعليم والدراسة النفسية للأطفال، وأن يكون أداة لنشر الأفكار الحديثة عن التربية بين رجال التعليم. وفي سبتمبر من عام1956 م، صدر قانون خاص بتنظيم الجامعات المصرية، ثم صدر في نفس الشهر قرار جمهوري ينص على: “أن تكون كلية التربية إحدى الكليات التابعة لجامعة عين شمس. وفي نهاية عام 1970م، تم ضم كلية المعلمين إلى كلية التربية جامعة عين شمس، وعلى غرارها أنشئت معظم كليات التربية بمصر.
ومن الجدير بالذكر، أن نشأة كلية التربية – بوصفها مؤسسة متخصصة في إعداد المعلم –ارتبطت ارتباطاً عضوياً بمستوى حضاري كانت قد بلغته الحياة في مصر الحديثة، وارتبطت – أيضاً – بانفتاح حضاري كان قد أثمر ثماره اليانعة في قادة للفكر، وحركة للتنوير. وتحددت – منذ ذلك الوقت – مهام الكلية في إعداد وتأهيل الطلاب لممارسة مهنة التعليم، وذلك لحملة الثانوية العامة )النظام التكاملي(، ولخريجي الجامعات، ومن في مستواهم )النظام التتابعي(، ولإعداد الأخصائيين والقادة في النواحي المختلفة لهذه المهنة، مع الاهتمام باجراء البحوث العلمية في مسائل التربية والتعليم، ونشر نتائج تلك البحوث ، إلى جانب تجديد الفكر وترقية الثقافة
