Scopo del progetto è condurre un’analisi interdisciplinare relativa all’esistenza di un “nuovissimo diritto sociale”, quello all’energia. Il punto di partenza è rappresentato dal tentativo di definire il concetto di povertà energetica, ricollegando a esso un nuovo diritto sociale (il diritto all’energia, appunto), ed esplorando poi il ruolo dei soggetti pubblici e di quelli riconducibili all’energia sociale nel garantirne l’effettività. All’interno di questo quadro concettuale, la ricerca cercherà di contestualizzare le attività delle Comunità Energetiche Rinnovabili (CER) all’interno del diritto del Terzo Settore, cercando di mettere in relazione la risposta alla povertà energetica con un approccio fondato sulla sussidiarietà orizzontale. Il progetto è portato avanti da tre diverse unità di ricerca, incardinate presso la Scuola Superiore Sant’Anna di Pisa, l’Università di Firenze e la l’Università del Salento (Lecce). The aim of the project is to conduct an interdisciplinary analysis of the existence of a "newest social right"—the right to energy. The starting point is an attempt to define the concept of energy poverty, linking it to a new social right (namely, the right to energy), and then exploring the role of public entities and those related to social energy in ensuring its effectiveness. Within this conceptual framework, the research will seek to contextualize the activities of Renewable Energy Communities (CER) within Third Sector law, aiming to connect the response to energy poverty with an approach based on horizontal subsidiarity. The project is being carried out by three different research units, based at the Scuola Superiore Sant'Anna in Pisa, the University of Florence, and the University of Salento (Lecce).
