Working on secondment, I contribute to the delivery of the National Police Uplift Programme; a project that seeks to deliver 20,000 new police officers in England and Wales by 2023. My role is to lead the development of a robust response to serious and organised crime, recognised as the area of greatest threat to national security. Working with all 43 UK police forces, I draw focus on regional organised crime units and wider partners; seeking to deliver the serious and organised crime aspect of the uplift through identifying and resolving barriers to progress and driving partnership working.I am responsible for delivering the uplift of an extra 725 officers into regional units, tackling a national shortage of detectives and investigative inexperience in forces through a single entry route into Regional Organised Crime Units (ROCU). Addressing the need for one cohesive national approach, I have driven the design of a new national recruitment manual, identifying best practice on attraction and recruitment. My activity has delivered new pathways to entry for officers with less experience, but potential, and retained experienced officers to develop new officers. Exceeded targets, I have delivered a legacy of consistent nationally agreed recruitment materials. With no automatic power to implement these changes, I have exercised exceptional diplomacy and influencing skills to secure this uplift.
