Police Uplift Programme

Working on secondment, I contribute to the delivery of the National Police Uplift Programme; a project that seeks to deliver 20,000 new police officers in England and Wales by 2023. My role is to lead the development of a robust response to serious and organised crime, recognised as the area of greatest threat to national security. Working with all 43 UK police forces, I draw focus on regional organised crime units and wider partners; seeking to deliver the serious and organised crime aspect of the uplift through identifying and resolving barriers to progress and driving partnership working.I am responsible for delivering the uplift of an extra 725 officers into regional units, tackling a national shortage of detectives and investigative inexperience in forces through a single entry route into Regional Organised Crime Units (ROCU). Addressing the need for one cohesive national approach, I have driven the design of a new national recruitment manual, identifying best practice on attraction and recruitment. My activity has delivered new pathways to entry for officers with less experience, but potential, and retained experienced officers to develop new officers. Exceeded targets, I have delivered a legacy of consistent nationally agreed recruitment materials. With no automatic power to implement these changes, I have exercised exceptional diplomacy and influencing skills to secure this uplift.

Investigation Syndicates

Leading 70 specialist detectives, managing exceptional threat and risk, I directed the investigation of serious and organised crime. I led the implementation of innovative and effective tactics to target and disrupt highly organised criminality around firearms and serious violence, directing the gathering and development of sensitive and confidential intelligence. I worked in productive partnership with international and national partners, coordinating and collaborating to identify and arrest numerous prolific criminals.

Regional Prison Intelligence Unit

Leading a team of specialist intelligence officers, I created a collaborative and cohesive regional network to investigate and assess prison corruption including providing access to contraband and money laundering. I ensured the robust safeguarding of individuals both inside and outside of prison, conducting hundreds of activities including managing threats to life.

Confidential Intelligence Unit

I held oversight and ownership of intelligence management; ensuring that threat, harm and risk were appropriately assessed, resourced and reviewed. I managed specialist covert units and a wide range of investigations and intelligence gathering that sought to challenge the most serious crime. Supervising information security, I ensured the sanitisation and protective marking of information, ensuring the confidentiality, integrity and availability of the information within strict legislative and regulatory frameworks. I also provided regular 24 hours on-call cover as covert intelligence manager.

Regional Asset Recovery Unit

Leading financial investigation officers, I led the provision of advice and support to police forces in the investigation of complex financial crimes, recovery of assets and forfeiture and confiscation. I held responsibility for the training and accreditation of staff, execution of warrants, seizure of assets and recovery of illicit proceeds of crime through confiscation orders.

Economic Crime Unit

Leading a team, I drove the development of financial investigations into fraud and money laundering offending, gathering information to support prosecutions in accordance with the Proceeds of Crime Act. I served as the organisation’s single point of contact for Action Fraud, establishing a team to receive, assess and develop all cases of fraud reported through this source.

Frontline Policing - Custody

I held responsibility for the reception, detention, release and overall care of individuals brought into police custody. I managed demanding internal requests and, when needed, tactfully challenging more senior officers, to ensure rigorous individual and organisational protection from illegally authorised detentions.

Criminal Investigation Department

I led a team of detectives in the investigation of diverse offending, directing strategies, prioritising workloads and ensuring the best use of resources. My role included the management of the most serious investigations and leading teams in crime reduction initiatives.

Frontline Policing

Response - Leading a team across a diverse and large geographical area, I ensured calls for police action were responded to promptly and that resources were properly managed. I managed operational requirements alongside the development, discipline and welfare needs of my team. Neighbourhood - I led police engagement across a community, supporting neighbourhood involvement in initiatives to build safer environments, reducing crime and fear of crime.

Frontline Policing

I worked initially in a response team; a demanding role requiring fast response to critical incidents. I transferred to detective duties having demonstrated an intelligent eye for investigative casework.
