Manage a municipal law office of 11 attorneys and six support staff, including reviewing and assigning all department requests for legal services, personnel matters and budgetary oversight. Supervise prosecution and litigation matters. Serve as lead police legal advisor. Provided legal training to city staff and police regarding the public’s First Amendment speech rights, Fourth Amendment search and seizure law, Colorado law enforcement accountability act responsibilities, internal affairs discipline processes and nuisance abatement. Researched and drafted Council Rules of Order amendments regarding public comment, councilmember code of conduct and decorum standards.

Advised city departments on a variety of legal matters associated with litigation, risk management, police services, marijuana licensing, special events permitting, code compliance, contracting and purchasing.

Led the attorneys and litigation assigned to the Neighborhood Revitalization and Ordinance Enforcement section and supervised a variety of practice areas including code enforcement, nuisance abatement, receivership, condemnation, business and occupational licensing, elections, intergovernmental relations, debt collection, tax assessment and bankruptcy litigation. Managed the receivership efforts of several attorneys in more than a dozen cases where large scale exploitative landlords with hundreds of residential rental units were placed in receivership to improve living conditions of tenants and housing stock. I also have extensive experience relative to First Amendment concerns with adult entertainment establishment regulations, special event permits and police training in preparation for the 2020 Democratic National Convention.As management team member, I provided budgetary and managerial oversight to a municipal law office of approximately 40 attorneys, 20 support staff and an $7M annual budget.

Advised and represented the city regarding business licensing, civil liberties, election administration, nuisance abatement and employee disciplinary matters. Litigated related matters in state and federal trial and appellate courts.Advised city clerk and common council licensing committees regarding business and occupational licensing matters. Served as legal counsel during quasi-judicial hearings and provided legal advice regarding the rules of evidence, due process, open meetings requirements and substantive law. Regulatory licenses included taverns, alcohol, restaurants, food service, public entertainment establishments, public passenger vehicles, home improvement contractors, alarm services and dozens of others. Represented police and fire chiefs during employee disciplinary hearings and provided legal counsel to internal affairs regarding employee misconduct investigations.Facilitated reform of municipal licensing process for nightclubs, taverns, taxicab and rideshare transportation to encourage evidence-based decision-making and promote urban vitality consistent with the Downtown Nighttime Economy Initiative.Developed and coordinated the city’s community prosecution program, a unit of attorneys, police officers and building inspectors tasked with abating dangerous places such as drug houses and blighted properties.

Litigation practice consisted of counseling clients and conducting criminal and civil litigation in state and federal courts throughout southeastern Wisconsin. As lead counsel, conducted multiple misdemeanor and felony jury trials to verdict and successfully defended clients in trials regarding real estate and bankruptcy disputes. Second-chaired several homicide jury trials and assisted in numerous appellate cases.

Supervised a Milwaukee Community Service Corps work crew that rehabilitated blighted properties.
