• Successful project and program management experience with a focus on the successful completion of large and complex orders across the portfolio of domestic and international military customers.• Managed multiple large and complex customer orders to ensure on time and on budget delivery.• Responsible for the successful testing, production and delivery of the new United States Marine Corps freefall parachute system for Airborne Systems.• Managed teams to prepare all large and/or complex proposals for military parachutes both domestically and internationally. This required extensive knowledge of customer expectations, requirements and budget while balancing product capability and corporate support capability.
• Lead Project Officer on a USSOCOM project for the new 4K JPADS system. This project required extensive coordinating and tracking across multiple industry partners and government agencies.• Successfully secured full project funding from multiple sources through detailed and continually updated budgetary planning.• Continually track financial obligation and expenditures, exceeding Office of the Secretary of Defense goals for obligations.• Responsible for conducting combat evaluations and of new parachute system components for various Special Operations Forces. These efforts are typically buy, try, and decide efforts that require an extensive knowledge of parachute system compatibility. Responsible for developing cost estimates and testing plans for each effort and creating a team of users and engineers to execute the evaluations.• Maintained a Secret Clearance
• Conducted initial project planning and documentation for the Military Freefall Advanced Ram Air Parachute System (MFFARAPS) which became the RA-1.• Prepared the requests for proposals for the MFFARAPS with a focus on the Statements of Work, contract data requirements lists, and source selection evaluation criteria.• Led the Technical Team of the Source Selection Evaluation Board for the MFFARAPS to down-select proposals to a select few to proceed to design validation and testing.• Conducted multiple engineering evaluations to add parachutist equipment to the Personnel Airdrop Systems Approved and Authorized for use Lists (PAS/AAUL). These evaluations ranged from Harness/containers and canopies to altimeters and test chambers. Completed reports for these item and submitted to the PAS/AAUL Integrated Product Team.• Active in the Parachute Industry Association (PIA) as a government representative to many committees. Participated heavily in the Parachute Certification Standards Committee (PCSC) to develop Technical Standard 135 (TS-135) that was adopted by the Federal Aviation Administration (FAA) as the new testing standard for parachutes (TSO-C23f).
• Served as lead for United States Government for international Helicopter Sling Load Interoperability through the NATO Helicopter Interservice Working Group. Led efforts to become interoperable with foreign, allied forces for the purpose of allowing joint military operations for helicopter lift. Developed and promulgated US Army Policy with regards to interoperability with foreign Helicopter Sling Load certification agencies.• Acted as representative of the Department of Defense for the development of NATO Standardization Agreements (STANAGs) for Helicopter Sling Load.• Conducted Helicopter Sling Load certifications for customer agencies. Required employing project management principles to plan, coordinate, and execute the testing, design validation and develop rigging procedures in a manner that allowed customer Program Management Offices meet cost, schedule, and performance objectives while ensuring Helicopter Sling Load operational safety.• Led upgrade efforts at the Roller Load Test Facility and act as Contracting Officer Representative in day to day interactions with hired contractor. Required extensive knowledge of the Roller Load test Facility current and required capabilities to evaluate plans and to inspect completed work to authorize contractor payment. Also required knowledge of Finite Element Analysis and 3d modeling to evaluate the structural integrity of the system and develop operational limits.
Summer Internship: • Acted as the liaison between Pratt & Whitney engineers in Florida and the manufacturing floor in Middletown, CT.• Resolved production problems on the F-100 line by working with process planners, and design engineers to develop a new dry film lubricant application method that eliminated fuel leaks that were causing expensive rework and quality issues.• Used Red-X theory on a three-person root cause team to determine the cause and corrective action for fuel leaks on military engines.• Led the experimentation in the Applied Mechanics Lab, and reduced the data that proved the proper corrective action for the Red-X investigation.
