As the Senior MEL Manager, I provide leadership and technical direction for the MEL and CLA strategies that serves to develop process to measuring the performance of Rural Resilience Activity's and use of CLA as a structured approach for learning agenda and adaptive management of the Activity. As a MEL Lead, I also work with Program Performance and Quality (PaQ) to improve MEL and CLA activities as required by Mercy Corps MEL and Project Management standards (PM@MC).I work with a team of 13 members to provide MEL and CLA assistance to over 120 private sector partners and government stakeholders. I work with a team that supports private sectors' partners capacity on MEL through co-creation, capacity building on use of data for business intelligence and use of learnings to improve business models. I also lead on research, evaluations (baseline, mid-term, endline evaluations; market resilience study and recurrent monitoring survey) and other studies which are key to generating evidence on how the Activity is facilitating changes in markets, communities, and households.The MEL and CLA approach have provided a framework for measuring the results and impact of the Activity through effective MEL system and leaning approach that unlocks innovation and adaptation to navigate shocks and changes that test program assumptions in line with program theory of change (ToC). In addition, team members progressively learnt approaches for creating enabling environment for CLA mainly through Pause and Reflect sessions. Also, working with communication team to develop products for influencing the Activity's targeted stakeholders including USAID, MSD community of practices, private sector partners and other market actors.

As MEL Manager for the 49 million USD USAID Feed the Future Rural Resilience Activity, I manage a team of 13 members in providing performance monitoring and result measurement while applying CLA approaches for mix of interventions. I am responsible for collaborating and working with key team members in designing the MEL System and CLA framework for the Program. This involved performance management using KPIs, developing Learning Agenda, answering learning questions for testing activity logical framework, and organizing Pause and Reflect Sessions as platform for team collaboration internally and externally with private sector, government MDAs and other implementing partners. I co-authored the award-winning 2022 CLA case study - "𝙃𝙤𝙬 𝙧𝙚𝙨𝙩𝙧𝙪𝙘𝙩𝙪𝙧𝙞𝙣𝙜 𝙖𝙣𝙙 𝙘𝙪𝙡𝙩𝙪𝙧𝙚 𝙘𝙝𝙖𝙣𝙜𝙚 𝙞𝙢𝙥𝙖𝙘𝙩𝙚𝙙 𝙤𝙪𝙧 𝙥𝙚𝙧𝙛𝙤𝙧𝙢𝙖𝙣𝙘𝙚" during the 7th Annual USAID's Collaborate, Learn, Adapt case study competition.In addition, I lead the team in conduct of studies including annual surveys, baseline studies, mid-term and endline evaluations, and market system resilience. I also engage consultants in study designs including population-based study and quasi-experimental designs. Further, I lead the team in operationalizing the market system DCED standards in market system measurement using the complex aware tools- outcome harvesting, outcome mapping and quantitative measurement to measure market behavior change using adopt-adapt-expand and respond.

With oversight of the Program Performance and Quality (PaQ) Unit, As the PaQ Director,• I provided technical support to Program Managers and MEL Leads to develop learning questions and update the questions on the portfolio’s learning agenda. I provide strong MEL support to program teams and partners, develops efficient and effective MEL systems, and supports a community for MEL staff to provide them with technical advice and a support network for Projects implemented in Syria. These include the Building Local Resilience in Syria (BLRS) funded by Foreign Commonwealth and Development Office (FCDO), French Ministry of Finance and Assistance and USAID Bureau of Humanitarian Assistance. The key Program performance and quality support I provided include:• Trained Program Managers and MEL Leads on collaboration learning and adaptation (CLA) culture and practices, and how to develop and answer learning questions. • Supported the Syria Country Program in designing learning approach for the 3 hubs of Syria (NWS, GCA and NES)• Worked with the Information Manager to use analyses from data to inform performance of programs in 3 Syrian working hubs (NWS, NES, and Damascus)• Provide support in developing study plans, questionnaires, and capacity building for studies.

As the MEL Lead, I was responsible for developing MEL plan and Data Management SOP for the Feed the Future Nigeria Water for Agriculture Activity covering 3 northeastern states in Nigeria. The Activity is a maiden livestock project for restoring and constructing water infrastructure (dams, boreholes, irrigation system, and other innovative water technologies) for herders and crop farmers communities. It also aims to I am also responsible for facilitating collaboration among consortium partners in collection of data and reporting. This I did by organizing workshops for co-development of data collection and reporting process and developing data collection tools. I was also responsible for leading surveys and related studies to inform design of interventions and planning. Some key achievements include:• Led conduct of baseline survey and feasibility study for water infrastructure• Led conduct of Annual Survey for the Activity• Led conduct of Knowledge Attitude and Practice (KAP) Survey for Waterborne Disease • Led developing quarterly, semi-annual and annual reports for the Activity

As the Acting Chief of Party, while still doubling as the MEAL Specialist, I was responsible for leading implementation and reporting of the USAID Water for Agriculture Activity. The Water for Agriculture aims to unlock productivity among at least 50,000 herders and 4,000 farmers in 3 NE states (Borno, Adamawa and Yobe). These were the main roles I played:• Worked with the DCOP/Infrastructure Specialist to develop SOWs for public water infrastructure feasibility study, engineering design of public water infrastructure (earth dams, sand dams, bore holes, irrigation system (gravity and drip irrigation) and construction of the public water infrastructure. • Ensured initial start of deliverables for USAID Water for Agriculture Activity such as the activity monitoring, evaluation and learning (AMEL) plan, environmental monitoring and mitigation plan (EMMP) in line with reg 216, work plan and detailed implementation plan (DIP) and budget are adequately reviewed and updated and shared with USAID based on feedback and inputs from AOR and other reviewers.• Facilitated recruitment and onboarding of staff• Led and managed high-level state stakeholder engagements to secure government buy-in and acceptance of project. These include registration of project in the 3 states, appointment of Desk Officers from focal ministry (Ministry of Water Resources), courtesy call-visits and stakeholder orientation and sensitization meetings with senior government officials• Facilitated administrative and HR start-ups including procurement of office equipment and recruitment of staff for the project. • Worked with the Senior Agronomist to conduct Partners’ orientation work plan development workshop• Led the team to successfully conduct launching ceremony of USAID Water for Agriculture Activity at Transcorp Hilton Abuja. As the MEAL Adviser, I develop MEL framework and performance appraisal for nutrition portfolio fund released by President of the Foundation, Mr. Aliko Dangote. Also serve as Liaison Officer to African Development Bank (AfDB) in Cote d’ Ivoire, Abidjan to develop Strategy and MEL framework for mainstreaming nutrition into the Bank’s portfolio.

As the MEAL Manager for Bureau of Humanitarian Assistance (BHA), I was responsible for developing MEL plan for USAID first emergency response in northeast Nigeria. I am also responsible for facilitating collaboration among consortium partners in collection of data and reporting. This I did by organizing workshops for co-development of data collection and reporting process and developing data collection tools. I was also responsible for leading surveys and related studies to inform design of interventions and planning. Some key achievements include:• Led conduct of baseline study• Collaborated with Program Manager to engage ICT solution (RedRose) for tracking market prices of commodities accessed by project participants. Also, the platform tracks transactional patterns and participants access to food items • Conducted endline assessment for the project • Support Program Manager in developing quarterly and annual reports for the Project. • Conducted KAP survey on WASH to inform the WASH NFIs that will be provided to beneficiaries of the emergency food program

As M&E Coordinator for FCDO Working to Improve Nutrition in Northern Nigeria (WINNN), I provide M&E technical assistance to Katsina State Ministry of Health and State Primary Health Care Agency in data collection, aggregation, analysis and reporting to state and use in reporting of Project performance. This includes developing MEL plan, supporting data reporting for Infant and Young Child Feeding (IYCF) interventions, Community Management of Acute Malnutrition (CMAM), leading nutrition operation researches such as Semi Qualitative Evaluation of Access and Coverage (SQUEAC) and cohort research.
