Mr. Delgado was the systems integrator and project lead providing the NRO with strategic and tactical planning support in transitioning from a historically agency-centric IT environment to the Intelligence Community IT Enterprise. His focus was on developing project management plans to position his organization into utilizing common services, shared resources, and optimized acquisition methods. In the systems integrator role, Mr. Delgado assessed NRO's readiness to transition to Community IT service offerings, collected technical requirements and developed program management plan demonstrating plans to realize savings in the IT space as a primary means to avoid reductions to core mission and business areas. He also developed an integrated master schedule depicting NRO plans to transition to the Community IT service offerings across various domains and IT portfolios. He was also responsible for fostering a continued understanding within the NRO of the emerging details of the IC ITE.

Mr. Delgado provided Systems Engineering and Technical Assistance (SETA) support as the technical lead on a cloud computing experiment utilizing genetic algorithms applied to automatic target recognition. He conducted technical evaluations among competing technologies and constructed Statement of Work and ROMs on behalf of the government client. He led an effort to transition the project from the proof of concept phase, conducted in the open environment on Amazon’s Elastic Cloud Compute (EC2), to a run on the customer’s cloud computing infrastructure.

Mr. Delgado was the software development release manager for DNI’s Integrated Collection and Analysis Requirements Systems (ICARS). In this role, he served as the technical lead on several work packages covering numerous system requirements and interfaced with developers on design concepts to ensure user needs are satisfied. He was also the liaison to Mission Partner and backend data brokers where he was responsible for resolving interoperability issues and discrepancy report occurrences. He conducted user feedback demonstration sessions, incorporated new user needs into the application and consulted in selection criteria for future release requirements.
