Melbourne Airport Rail Early Works

I'm currently engaged as the Design Manager for the Melbourne Airport Rail Early Works Managing Contractor (Laing O'Rourke) responsible for the delivery of 50 design packages relating to the relocation of key utilities clashing with the Melbourne Airport Rail proposed infrastructure. I work closely with the client, Rail Projects Victoria (RPV); the appointed design partner Cardno now Stantec; Utilities Service Providers (various); Vic Track and their Accredited Rail Operators (various); and Laing O’Rouke Construction Team responsible for delivery of the works to develop practical and cost-effective solutions. Due to the number of stakeholders involved, this project has developed and implemented one of the most complicated design approval process to date in order to meet regulatory compliance and independent stakeholders’ requirements.As part of the role, I have led and chaired a number of design engagement and coordination workshops as part of design development including Safety in Design (SiD) and Safety Management Studies (SMS). Other responsibilities include development and implementation of the Design Management Plan, undertake design reviews, coordinate internal constructability reviews with the Construction Team, lead procurement of engineering services and management of design costs and program.

I've worked on three of NWPA’s level crossing removals as a Design Manager, initially at Glenroy followed by Bell St to Preston and Pakenham. Central to my role is liaising with LXRA, John Holland, MTM, local council and government bodies to understand their requirements and then working with the group to resolve conflicting objectives and arrive at an agreed solution. I've played an important role in the stakeholder engagement needed to sensitively manage tree removals and complete works within environmentally and heritage significant areas.With both level crossing removals in brownfield locations with numerous utilities next to an operational rail line, one of my main aims has been to minimise disruption to the public. On the Glenroy level crossing removal he helped produced designs which allowed for the ‘offline’ construction of the new rail alignment and Premium B station – greatly reducing potential disruption. I have also helped achieve a similar outcome at Preston with a design that allowed a single rail line to continue to operate while the new line and Premium C stations were built offline. The Pakenham LXRP is one of the most complex LXRP to date with 5 Construction Stages and existing tracks temporarily slewed to allow for offline construction of the new station and U-Troughs. The existing site is also within a flood plain and Environment Protection & Biodiversity Conservation (EPBC) corridor which is home to at risk flora and fauna which introduces a tight design constraint. From the project I've gained significant design management experience in the Rail Infrastructure, Rail System and Station design disciplines having worked on three LXRPs on as part of the Alliance.
