Served as Chief of Staff for newly-established Departmental FOIA Office in the Office of the Solicitor, U.S. Department of the Interior. Played pivotal role in standing up a new Department-level function to provide policy, oversight and operational assistance to independent subcomponent FOIA offices, leading strategic planning, budgeting, communications, technology, and organizational design/hiring efforts for the new office.

Program manager for Department-level employee relations and performance management policy in the Office of the Secretary, Office of Human Capital. Developed new Department-wide comprehensive anti-harassment policy, new four-level performance management policy, revised drug-free/alcohol-free workplace policy, first administrative investigations guide, and new procedures on extended administrative leave. Developed and implemented new Salesforce-based tracking system for disciplinary/performance-based actions. Led planning for agency actions to respond to Office of Management and Budget memo M-17-22 and Executive Order 13839.

Lead for employee relations policy development. Consulted with managers on dealing with employee conduct and performance issues. Led the development of the Foundation's inaugural phased retirement program.

2011-2014: Developed and implemented work-life programs and policies for a new federal government agency. Areas of expertise included federal pay & leave, work schedules, telework, overtime/premium pay and other work-life flexibilities. Created best-in-class policies based on benchmarking against other FIRREA agencies, Title V agencies and the private sector. 2011: Led the effort to create CFPB's inaugural performance management program. Served as a customer consultant for hiring for several internal organizations.

Focused for a year and a half on employee relations issues, primarily related to employee conduct, performance and leave administration issues. Specializing in policy interpretation and legal precedent research, as well as providing training to managers. Project manager on implementation of new time and attendance system. Additional experience at NSF: project lead for overhaul of new employee onboarding program (2 years); team member on administrative employee development program (2 years); staffing/workforce planning specialist for Directorate for Geosciences (3 months); Senior Executive Service performance management & staffing (4 months); labor relations (3 months).

Washington, DC liaison to the State Department on a contract managing the USA's support program to the International Atomic Energy Agency (IAEA), in the areas of Nuclear Sciences & Applications, Nuclear Energy, Technical Cooperation, Nuclear Safety & Security and Management.

Dealt with gender issues in the Agency's work and staffing, as well as recruitment special projects, especially in outreach.

Worked on drafting and implementing UN gender mainstreaming and gender balance/equality policies at the International Atomic Energy Agency.

Assistance to CEO and COO of organization, and research into women's economic development opportunities in war-torn countries.
